Director of Project Management is directly responsible for all safety, financial, operations and administrative functions on high voltage utility projects. The Director of Project Management will support planning and execution of T&D projects. Develop procedures and practices contingent on customer and internal requirements, hiring, developing, and managing of the project team, coordinating with project managers, construction managers, schedulers, and subcontractors. This position requires extensive involvement and leadership for the project team. Collaborating and maintaining close relationships with utility customers. This position is ultimately responsible for the projects’ progress and success.
Essential Duties and Responsibilities:
- Assist the SVP of Operations with the development of the strategic direction of the business units.
- Establish and manage the goals and objectives for accomplishing projects and utility program work.
- Ensure proper utilization of personnel and equipment.
- Participate in proposal and contract development, negotiations, and alliance meetings.
- Evaluate bids for conformity with contract requirements and specifications and make recommendations.
- Review bids in compliance with company requirements.
- Prepare/Revise project status reports and provide regular updates directly to senior management.
- Provide input and direction to planning, scheduling, and engineering functions as required.
Ensure P&L Expectations are Achieved
- Adhere to performance goals, operations reviews, and project reviews, including formal auditing processes such as project QA plans, PM requirements, pre-plans, project plans, and post-job reviews.
- Provide inputs to annual financial forecasts and business plans for operations.
- Continuously manage financial performance against set budgets/plans for operations.
- Where necessary, ensure delivery of project deliverables, negotiate change orders, and handle escalated billing and invoicing issues.
Support Estimators & Project Managers through project life cycle
Project Proposal
- Define and understand project scope
- Identify and supply deliverables
- Assist Business development on defining project resource requirements; subcontractor or internal
- Responsible for subcontractor bid packages, communications and transmittals
- Responsible for pricing sheet assembly and completion
- Manager proposal schedule
Project Initiation
- Responsible for understanding complete project scope and contract
- Manage subcontractor selection, notification and possible re-pricing
- Schedule and execute project kick-off meetings with client and subcontractors
Project Execution
- Develop and manage project team, assigning and coordinating team member roles and responsibilities.
- Develop and maintain project schedule, ensuring achievement of critical milestone dates
- Oversee the successful management of labor and capital resources.
- Plan/Participating in weekly progress and strategic planning meetings between clients and project team members.
- Maintain and control assigned project budgets and margins
- Responsible for subcontract invoice approval and client billing
- Identify, mitigate, and resolve project issues and/or concerns.
- Assure safety policies, procedures, and standards are met, or exceeded.
- Manage project scope by assuring changes and/or change orders are appropriately documented and executed
- Communicating and reporting project updates, metrics, and overall performance to Project Sponsors.
- Oversee QA/QC of Engineering and Procurement deliverables as possible
Project Closeout
- Complete all change order activity for both the client and subcontractors
- Verify all material has been delivered, invoicing complete and payments made
- Verify all project P.O.s are executed and closed-out
- Testing and commissioning documentation is complete, reviewed and transmitted to client
- Engineering as-built drawings and drawing revisions are complete and transmitted to client
- All project QA/QC documents are complete to include transfer of custody
- Final customer billing to include retention
- Complete substation closeout document
- Achieve project file
Skills & Abilities
- Must be able to accurately process written documentation, perform duties in a timely manner, be highly organized, and able to interface with personnel at all levels.
- Proficient understanding of Project Controls, Earned Value Management and Risk Management desirable.
- Extensive proficiency with Microsoft programs
- Financial Management
- Strong analytical skills
- Demonstrated ability in leadership of multi-disciplined teams of project managers, engineers, and outside consultants
Education and/ or Work Experience:
- 12 years or more of experience in related high voltage power transmission, distribution, and substation construction and maintenance work
- Bachelor’s degree in electrical, civil, mechanical engineering or other technical disciplines required
- MBA is highly desired
- Certification in Project Management Training desired
- Extensive experience with Estimating
- Risk Management Experience
- Experience in development and execution of complex project schedules
- Experience with Oracle Primavera P6 or other advanced scheduling software
- Thorough understanding of utility industry practices/standards, operations, contract management with emphasis on power projects required
- Thorough understanding and implementation of projects in accordance with contracts
